Here we go again.
The US Commission on Wartime Contracting had hearings and just released a report saying that "potential waste from unsustainable (poorly maintained) reconstruction projects could exceed $11-billion."
What that means is your taxpayers are being used to "reconstruct" Afghanistan with roads, buildings for newly trained Afghan security forces, water systems and other construction projects. But, JUST LIKE IN IRAQ six years ago, the government just discovered that the "host government" or Afghanistan, wasn't capable or did not have the funds to maintain or protect all those projects, so they fail after awhile.
When I was in Iraq in 2005, we had the exact same problem, and I was on an "End State Task Force" that had to develop recommendations to re-allocate capital funds for maintenance because it wasn't included in the construction contracts and we found the Iraqi government had no budgets and had NO CONCEPT of maintenance, so buildings, generators, etc were failing or falling into dis-repair.
So, read this report on how your government still doesn't insert maintenance and security requirements and funding into all these expensive building projects.
