The ABA published the short list of Federal Agencies that achieved the Certificate of Excellence in Accountability Reporting (CEAR). Only 17 agencies did it, and many did not. This is kind of like saying only 17 of 50 local publicly owned businesses (that issued stock) were able to pass audits.
Notice also the discussion about revised "PAR" (Performance & Accountability) report formats. The Federal government doesn't just require financial audits (which is the only type of audit required of local Florida agencies), but they also have "performance audits" and the formats are being revised after a peer review.
Maybe it is time that local government agencies in Florida also be required to have PAR reports.
My view is the Federal Agencies shouldn't get a budget approved without receivinging the CEAR certification.
